Full-time 1 hour ago Full Job Description Under direction of the Chief Executive Officer (CEO), in partnership with the Leadership Team, and in collaboration with community partners, the role of the Chief of Programs (CP) is to ensure the vision and goals of the organization are represented in the programmatic work of First 5 Alameda County (F5AC) in service to equity and to a well-functioning early childhood system.
Create program plans outlining trackable outcome measures; position the Agency for continued high quality work at scale with an emphasis on systems integration and sustainability.
Endorse positive collaboration among Directors and ensure that delivery of information is timely and pertinent to promote ideal communication internally and externally.
The CP contributes to strategic planning, leads program development and collaboration, and data-driven continuous quality improvement and program evaluation.
The CP serves as member of the executive leadership team and an active participant in making strategic decisions affecting First 5.
In partnership with the CEO, the CP is responsible for establishing a strategic vision that will inform short- and long-term goals of programming and carefully monitor the progress toward those efforts.
The CP has overall responsibility for all program staff, including supervisors and administrative/support staff.
This role is a strategic leadership position and should rely on the program Directors and in turn Senior Administrators and Managers for day-to-day program management.
The CP leads, and represents at executive team the following divisions and strategies:
Community Programs Data And Evaluation Early Care and Education Pediatric Care Coordination Training Overall Responsibilities Provide strategic leadership guidance and direction; establish and foster effective leadership and management practices, support change management, effective Agency structures, communication, and culture.
Set strategic goals and oversee design, implementation, and evaluation of programs and community investments.
Focus on sustaining, growing, and/or integrating programs using a systems approach, and carefully monitor progress toward those efforts.
Oversee program budgets to ensure effective funding allocation and community investments.
Supervise the negotiation of partnership agreement terms and contracts; ensure appropriate allocation of public resources.
Coordinate with the CEO and other key stakeholders to establish and/or maintain external partnerships to advance F5AC's strategic objectives, external resources, and internal program development.
Support the sustainability of efforts through strategic use of data, program design and delivery.
Strategically use data, research and evaluation to inform an equity approach to program design, policy advocacy, continuous quality improvement, scale, sustainability, and systems change.
Promote clear communication and collaboration internally within programs and between all departments throughout the organization, and externally with early childhood system partners to ensure clarity, alignment and progress towards goals.
Evolve, create, improve, and implement practices to operationalize First 5's equity commitment throughout all programs and community investments.
Attract, retain, train, supervise, coach, and be committed to the professional development of staff.
Hold self and others accountable for high quality work and achievement of goals.
Develop long-term sustainability plans for programs and keep abreast of relevant research and policy advancements in the field.
Minimum Qualifications Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.
A typical way to obtain the required qualifications would be:
A minimum of ten years of full-time, progressively responsible experience in policy and system improvement, program development, grantmaking, research, and/or evaluation, including at least three years supervision experience.
Significant experience in fields relevant to F5AC's strategic plan, including health administration, early care and education, public health, child welfare, community development and civic engagement, mental health, early identification and intervention, parent engagement and support preferred.
Bachelor's degree from an accredited four-year college or university with major coursework in social science, public policy, public or business administration, health, education or related field may be substituted for 4 years of the required experience.
A master's degree may be substituted for an additional year of the required experience Knowledge of:
Principles and practices of executive leadership and staff supervision Principles and practices of systems thinking and/or systems change Principles and practices in the field of early childhood and systems of care Program development, implementation, and evaluation methodologies Principles and practices of the use of data for continuous improvement and decision-making Program performance budgeting, strategic budgeting and benchmarking Principles and practices of public administration Applicable state and federal laws, rules and regulations Principles and practices of management, supervision, training and team leadership Principles and practices of contract negotiation, development, and management Budgetary and contract administration practices Principles and practices of planning and project management Principles of equity, social, racial, and economic justice Proficiency in Microsoft Office Suite, Office 365 preferred Ability to:
Demonstrate experience and leadership in service delivery systems, program management, policy analysis and strategic thinking Demonstrate experience in effective program design, policy and implementation to solve complex access and financing issues Provide leadership and effectively organize, coordinate, and supervise professional and administrative staff Promote teamwork and program integration within and across program strategies and agencywide Work collaboratively with community agencies and stakeholders Demonstrate ability to work with and administer programs with an equity-centered approach for children, families, and community Communicate effectively orally and in writing to staff, the Commission, legislative, governing, and advisory bodies, and the public Read, analyze, and interpret common professional publications, legislative or policy documents, financial reports and related business documents and information Plan and project manage work to ensure organizational goals are achieved Develop a wide variety of short- and long-range plans and recommendations for alternative methods of service delivery for F5AC and local policy makers consideration Analyze, develop, and monitor budgets Establish and maintain effective working relationships with staff throughout F5AC Facilitate groups and manage meetings effectively Adapt to a variety of situations Define and creatively address problems or management challenges requiring analysis of multiple variables or situations, collect and analyze information, consider alternatives, and draw valid conclusions, with consideration of policy considerations and resource issues for families and providers Other:
We will return to office on a hybrid basis in March 2023 and may return full-time at an undetermined date.
All First 5 employees must live and work in California.
The salary range for this position is $174,000-$249,000 and as an independent government agency, the posted salary is the set salary range for this position.
We cannot offer salaries above this posted range.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
