Emergency Management Specialist, GS-0089-11/12

The position will serve as the Emergency Management Specialist, will be part of a team that is responsible for supporting the Coast Guard and other agencies in designing, planning, executing, evaluating, and after-action-reporting for all-hazards, all-threats contingency exercises, providing preparedness program subject matter expertise including contingency exercise development and conduct at the local, regional and national level. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Serving on an exercise development team that initiates, plans, coordinates, produces and executes a total package of exercises and unannounced drills that will provide feedback on oil spill response preparedness, the Area and National Maritime Security Communities on maritime security preparedness; as well as all other USCG contingency communities. Developing and maintaining contacts with federal, state and local agencies, industrial and other organizations with interests to PREP and AMSTEP contingencies, as well as other contingency communities when appropriate Participating in interagency meetings and conferences to plan cooperative activities and devises concerted approaches to problems. Keeping informed of activities and programs of professional and scientific societies related to contingency preparedness planning and exercise for all contingencies. Incorporating latest developments and strategic advances into exercise plans. At the GS-11 level:
Applicants must possess one year of specialized experience equivalent to the GS-09 position in the Federal service. Specialized experience includes:
Planning in interagency meetings and conferences during the exercise development cycle; ensuring that exercises provide conditions under which agencies and industries can test, exercise and evaluate plans, procedures and systems; keeping abreast of new methods and developments in presidential and Department of Homeland Security (DHS) directives and initiatives as they affect program area; keeping informed of activities and programs of professional and scientific societies related to contingency preparedness planning and exercise for all contingencies. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related At the GS-12 level:

National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
