Supervisory Financial Management Specialist

In this position, you will serve as the Branch Chief to administer the strategic budget building process in the USCG Pacific Area (PACAREA) command, Resources Management Division (PAC-8), Strategic Resource Planning Branch (PAC-82) in Alameda, CA. You will build project teams and collaborate closely with others throughout to provide administrative and policy direction concerning overall program priorities and objectives. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
o Supervising a workforce of 3-5 civilian and military members to provide administrative and technical guidance to accomplish the work.o Establishing guidelines and performance expectations for staff members through the formal employee performance management system.o Administering equal employment opportunity (EEO) program areas by adhering to nondiscriminatory employment practices.o Directing and supervising the formulation of budget analyses, justifications and other budget exhibits for Coast Guard, Department of Homeland Security (DHS) and Congressional reviews.o Providing analyses for all levels of PACAREA management regarding the budget process, budgets and related resource allocation and reallocation actions.o Coordinating input for year-end Operations and Support (O&S) and Procurement, Construction and Improvements (PC& I) budget build processes.o Evaluating the distribution and level of resources to determine gaps.o Assisting the Division chief with Flag briefs preparation on planning issues and projects. You qualify for the GS-14 grade level if you possess one year of specialized experience at the GS-13 grade level performing duties such as:
o Serving as the Branch Chief to administer the strategic budget building process; conducting reviews of financial/accounting activities.o Overseeing personnel resource allocation and strategic shore infrastructure planning.o Analyzing, researching and reviewing current policies and procedures to determine their feasibility, validity and importance to the mission.o Identifying new strategies and altering current ones for solution of resource management problems in relation to mission execution.o Performing budget development and execution work involving the most difficult fund control activities.o Providing recommendations on the overall resource management policies.o Advising PACAREA senior leaders on relevant resource management initiatives. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience):

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
