Program Analyst (QA), GS-0343-12

This position serves in the U.S. Coast Guard Surface Forces Logistics Center (SFLC), National Industrial Enterprise (NIE), Industrial Operations Division (IOD). The incumbent serves as the procedural authority and coordination point for organizational analysis, continual process improvement, quality assurance reviews and maintains the systems and processes used for daily IOD operations and ensures that processes comply with current regulations and directives. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Providing support to the IOD Division Chief, Deputy, managers and staff, as well as BASE Naval Engineering Department (NED) management in the development of Coast Guard-wide Industrial and logistics policies and procedures. Serving as a direct representative of the Division Chief and Deputy during frequent visits to local NIE units. Overseeing execution of naval engineering and logistics policy and provides subject matter support, management of technical information and trend analysis efforts to support the units throughout the National Industrial Enterprise, as well as data management training to all SFLC IOD units and branches. Executing the quality assurance program and policy as well as analyzes and evaluates the effectiveness of the program in meeting established goals and objectives of the SFLC-IOD. a wide range of non-standard survey and data collection activities through statistical sampling in order to determine possible alternatives to solve problems as they relate to industrial production, management, finance, logistics and administration. Evaluates and advises on the organization, methods, and procedures for providing technical data management and administrative support systems such as enterprise data management records, communications, directives, forms, files, and process documentation. Quantitative and qualitative analysis knowledge is applied to advise management in support of the planning, development, and execution of IOD operations, development, revision and program effectiveness. Conducting audits and data collection to prepare reports that recommend priorities based on efficiency, programmatic goals, costs and availability of resources using various databases such as the Fleet Logistics System (FLS), Core Accounting System (CAS), Primavera-6 (P6), Yard Time and Attendance, Time Control industrial (TCI), Microsoft Office applications, Coast Guard Business Intelligence (CGBI), graphics and automated analysis software. Formulating and recommending IOD policy based on an analysis of current regulations, data analysis, and service demands. For the GS-11:
Applicants must have at least one year of specialized experience equivalent to at least the GS-09 level in the Federal service performing of a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness, improve complex processes and systems, and to plan, organize, and direct team study work and to negotiate effectively; and/or work that required a general knowledge of acquisition, logistics, engineering, and repair; financial policy development; experience using financial theory, techniques, methodologies, etc. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience):

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
