Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level.) For the GS-11 level:
Applicants must have one year of specialized experience (equivalent to the GS-09 level) that demonstrates:
A working knowledge with moderate supervision responsible for activity in Human Resources Labor Relations and/or Employee relations work understanding of activity in Human Resources Labor Relations and/or Employee relations work; Examples of creditable specialized experience includes responsibility in drafting a Management or Labor position on unfair labor practices, negotiability determinations, bargaining impasses and other disputes for presentation to the appropriate Federal Agency (i.e., Federal Labor Relations Authority (FLRA) and Federal Service Impasses Panel (FSIP). It also includes experience which reflects responsible activity in employee relations to include representing an entity in preparing of proposed disciplinary actions, assisting with decision letters in disciplinary cases, and conducting oral conferences relative to discipline and/or conducting or reviewing personnel misconduct investigations involving complex and sensitive conduct issues. Experience may include preparing cases for ruling officials in a courtroom or other hearing setting. General Human Resources Specialist experience is not considered specialized experience for this position. Experience before a third party as an observer is desirable. For the GS-12 level:

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
